You can apply for Emirates Internet if you have a telephone line connection in your name.  Forms are available at the main branch.  Submit a completed form along with a copy of your passport and Dhs 200.  The typical email syntax after the users name is ...@emirates.net.ae.

Access is relatively cheap and costs a min8imum of Dhs 20 per month plus Dhs 3 per hour (06:00 - 01:00) or off-peak Dhs 1.80 per hour.
